2019 Rural to Urban Service District transition information

The Town Council approved transitioning several neighborhoods from the Rural Service District to the Urban Service District of the Town of Zionsville. This transition is effective January 1, 2019.


Neighborhoods include:

  • Brookhaven
  • Fieldstone
  • Courtyard of Zionsville
  • Shannon Springs
  • Enclave
  • Vonterra


As a part of that transition, your neighborhood is one of those transitioned areas. Beginning January 1, 2019 the Town of Zionsville will begin providing the following services to the transition areas:


Streets and Stormwater Services

1. Spring and fall brush collection for residential

  • This provides for the collection and disposal of small branches and sticks less than 6” in diameter.
  • The service is typically the last two full weeks of April and the first two full weeks of October.
  • There is a specific schedule for each area of town, and the schedule is posted to the website each year as it becomes available (www.zionsville-in.gov/149/Seasonal-Services) and advertised in the Times Sentinel.
  • Residents are to stack their brush and limbs along the street in front of their homes just behind the curb or just off the street.

2. Annual heavy household trash collection

  • Conducted each spring just after brush and limb collection, typically the first week of May.
  • Provides an opportunity for residential properties to dispose of heavy, non-toxic materials (furniture, appliances, etc.) not normally collected in the weekly trash service.
  • As it becomes available, specific information is posted on the website: www.zionsville-in.gov/149/Seasonal-Services.
  • Heavy trash is collected during the specific week on residences’ regular trash day.

3. Fall leaf collection

  • Typically beginning in mid-October each year, we will collect leaves placed along the street in front of each residence.
  • Residents are to rake or blow their fallen leaves to the roadside in long, narrow rows and we will collect them with our leaf vacuum trailers.
  • Our goal is to provide this service weekly to all residents, however during time of peak leaf-fall the service may only be bi-weekly when there is a large volume and we can’t get to everyone in one week.
  • This service typically runs into the first week of December.
  • Only leaves are collected during this process, and material that is not suited to the vacuum trailers will be left curbside (sticks, garden trimmings, etc.)

4. Winter salting and plowing

  • We will plow and apply salt to public roadways as deemed appropriate by the Town’s Street and Stormwater Department.
  • We cannot guarantee a specific time or threshold that would determine when we commence salting or plowing.
  • In the past, HOA’s have typically retained a private contractor on an “on-call” basis for the first year of receiving town services to determine if supplemental plowing is needed in their neighborhood. While this is appreciated the Town, the only drawback is that we typically apply salt before considering plowing, and a private contractor can inadvertently plow off recently applied salt. We do not coordinate our efforts with private contractors.
  • Main roads are cleared as a priority when plowing, and the decision as to whether or not to plow all or major interior subdivision roads is determined by existing and forecast weather conditions.

5. General road maintenance

  • As of 1/1/2019 we will take over maintenance responsibilities for public roads, curbs and sidewalks when repair is needed.
  • We will also be responsible for the signage along public roads, as well as the authority for the establishment of new ordinances regulating traffic.
  • Any bridges in the transition areas will remain under the authority and responsibility of Boone County Highway Department by state statute.

6. Stormsewer and drainage maintenance

  • Any area currently paying a drain assessment to the county will remain under the jurisdiction of the Boone County Surveyor.
  • Any areas NOT currently under the jurisdiction of the county will be assumed by the Street and Storm Water Department.


Trash and Recycling Collection

Residents will have their trash and recycling collection provided by our contracted trash company – Ray’s Trash Service. The monthly fee for both services is $9.90 and is billed by the Town. Find more information here: www.zionsville-in.gov/420/Utilities-and-Billing.


Police/Fire Services

The Zionsville Police Department will be the primary police service in your area (formerly provided by the Boone County Sheriff).


Fire Services will remain with the Zionsville Fire Department as they are currently, as will Planning and Building Services.
